In order to make this deal most equitable for all involved I've consolidated all the 1928 series into one group and all the 1953/63 series into one group. Then I've grouped the grades into three groups with the grading decidedly in your favor.

The end result is:

1953/63 $2's in the VG+ group will contain notes up to low-end VFs.
1953/63 $2's in the VF+ group will contain notes up to low-end AUs.
